Corruption Prevention
With a view to detecting and removing the causes and opportunities for corruption, STT maintains cooperation with other authorities of the public sector and the private sector. STT prevention efforts include anti-corruption review of legislation, corruption risk analysis, involvement in the preparation and implementation of the National Anti-Corruption Programme and provision of information about persons seeking or holding an office with state or municipal agencies.
STT carries out anti-corruption assessment of the existing legislation and draft legislation. In the period from 2003 to 2007 STT carried out anti-corruption assessment of more than 500 pieces of legislation or draft legislation and presented conclusions as to how it may be improved.
For the purposes of corruption risk analysis, the Service assesses from anti-corruption point of view different areas of activity of state and municipal agencies and gives proposals concerning the preparation of anti-corruption programmes.
STT takes part in the development of the National Anti-Corruption Programme (further – the NACP) by the Government and gives proposals for supplementing or amending the Programme. The Service monitors the implementation of the NACP measures and presents annually generalised information to the Interdepartmental Commission for Coordinating the Fight against Corruption created by the Government of the Republic of Lithuania.
STT takes part in implementing the functions of control and coordination of activities of state or municipal agencies in the field of corruption prevention, seeks to reduce the level of bureaucracy, to foster the transparency of their activities and the quality of services provided both to business representatives and the citizens, i.e. to reduce the level of administrative corruption.
Corruption prevention is targeted towards the future, since the fight is not about the effects of an adverse development, but rather its causes. It is about identifying the drawbacks of the state governance system and changing the attitude towards the phenomenon of corruption.
