
About the Network
The OECD Anti-Corruption Network for Eastern Europe and Central Asia (ACN), established in 1998, is an initiative of the Organisation for Economic Co-operation and Development (OECD) aimed at strengthening anti-corruption efforts and promoting transparency in the region.
The ACN brings together 24 countries from Eastern Europe and Central Asia and serves as a platform where countries assess progress in anti-corruption reforms, share good practices, strengthen institutional capacities, and shape common regional anti-corruption policy directions.
The Network’s activities are implemented through country monitoring (e.g. the Istanbul Anti-Corruption Action Plan), expert meetings, trainings, and technical assistance.
The Role of Lithuania and STT in the Network
Lithuania became a member of the ACN in 2010. In the early years of membership, the ACN served as an important platform for learning and exchange of best practices, helping to strengthen the national anti-corruption system and contributing to Lithuania’s preparation for OECD membership. Since joining the OECD in 2018, Lithuania has actively participated in ACN activities and contributes to the implementation of regional anti-corruption initiatives.
The Special Investigation Service (STT):
Lithuania’s Chairmanship of the OECD ACN
In 2025, Lithuania was appointed to chair the OECD ACN – marking the first time the Network is led by a country. Lithuania is represented in the role of ACN Chair by Deputy Director of the Special Investigation Service, Egidijus Radzevičius.
The ACN Chairmanship entails leadership in shaping the Network’s strategic directions, active engagement in coordinating cooperation among member states, partners, and the OECD Secretariat, contributing to the implementation of the ACN work programme, and setting future priorities. This is both a significant recognition for Lithuania and a responsibility to strengthen regional dialogue and promote effective anti-corruption solutions.
